It depends on the elevation of the station you wish to work.
The extra length of the radiator tends to make the pattern
tilt upward, which is good if you are attempting to work a
repeater or satellite at the pattern peak.
Interestingly, it appears that you can actually get
good low angle radiation with very long verticals--a 25
wavelength vertical for 7 MHz ought to be quite a DX
antenna. However, it might be easier in practice to put
up a full size beam instead of an 825 ft. vertical. Also,
this is a theoretical analysis that doesn't include practical
problems like a conductor that isn't perfectly straight.
Given the actual benefit to cost ratio, I suspect long
verticals will remain a theoretical curiousity. (Not to
be confused with phased vertical arrays, which may look
similar).
For most people, an antenna cut for 70 cm performs better than
a 2 meter antenna that happens to accept power on 70 cm.

Why not try and get Congress to agree to decouple the 'technical' and
'administrative' activities of the FCC? In other words, contract out the
bureaucratic part [handling license paperwork] from the rule-making part
of FCC activities.
I am sure there are plenty of US companies that would be prepared to bid for the
contract to issue [all forms of] radio licenses on behalf of the FCC.
Remember: it is hard to get a Government department fired for inefficiency,
but it is possible for a private contractor not to get their contract renewed.
This fear of loss of business can concentrate their minds wonderfully!
This is what happened in the UK; for the last couple of years the issuing of ham
licenses has been handled on behalf of the DTI by 'Subscription Services Ltd',
a division of the British Post Office. The DTI are in the act of re-tendering
for the contract at the moment - see advertisements in the UK ham press.

I once tried to call NJSP with an accident with injuries. I could see
the building (NJSP Bridgewater) and they ignored me. I have had success
calling Bridgewater Twp PD, which is located literally across the street.
So, after being ignored for a few minutes by SP, I called the Twp and they
replied immediately. I asked them to notify state of the condition, and
state came on immediately with "State Police received, we'll handle it
Bridgewater." Thanks, bud. POINT: If they don't answer, it doesn't mean
they don't hear. I can't remember REACT's main motto for calling information,
but they insist that you always act as if someone can hear you. Obviously,
I didn't that day.
I try to keep tabs on all of the places I've made contact with public
service, since it helps in the future. I've been able to reach
Bridegwater Twp, NJSP Bridgewater, NJSP division hq on the NJ Turnpike
at exit 9, and a state police barracks way out on Route 78 near pennsie.
Oh yeah, some PD's in Lower Bucks county PA turn on their radios in
extreme weather conditions. And finally, Clinton Twp PD in northern
Hunterdon County. There's only like 12 cars in the whole organization, so
all of the officers decided to buy their own CB's and install them in their
cruisers on their own. Ask for a "46 car" for a real quick response. That's
their township identifier on the hunterdon north frequency of 154.785.
Ohio SP has them in their cars, too. At least the one I talked to did.
At the divisional HQ by exit 9, I key the mike about six times for two
seconds and then start transmitting. It seems to get their attention
long enough to turn around before you start talking. I also find I
get more professional responses when I use *their* ten codes. A
dispatcher in a dispatcher's state of mind can probably relate to a
"13 mechanical" more quickly than "someone is broken down and probably
needs a tow".. especially when they use the phrase 400 times a day, as
NJSP does.

Yes, indeed. One of the longest running REACTs in NJ coordinates support
for Somerset County, when someone's working.
While I was calling in a disabled in a snow bank one year, a REACT member
heard me and talked me into going to their next meeting. I have never
seen so many guys that dress like the Rhinestone Cowboy in one room in my
life. They really look like they've missed the fashion express for quite
a number of years! I was hoping that they organized ride arounds, just
scoping highways for broken down motorists and monitoring Ch. 9 and using
ham radio to coordinate things with the authorities. No such luck. "Well,
we need more volunteers to help people park at the Hot Air Balloon Festival."
Thank you no. At least I got a frequency chart for all the area REACT
teams, and there are a lot. Of course, I can't find it now, but..

You saw how I did. I would say, call a suburban to rural police department,
get the team for them, and then go through internal channels.
Personally, my radio resets to 9 when I reset the power, so I am
my own little REACT response unit whenever I'm on the road. I have
pulled over to make many a phone calls and have had the favor
returned by others. I like being one more set of eyes for the poe-lice.

I don't know ARES very well, but I picture them getting involved
in *much* higher levels of assistance, like when hams were the
only way off of the Hawaiian Islands after their last hurricane, and
not an elderly couple trying to change a tire late at night.

There's an online 2m repeater guide floating around here, and one
feature I enjoy is the indicator next to repeaters that have direct
contact with authorities. There are a few hokie towns here in Jersey
where most of the cops are also hams, and they sit around in area
Dunkin Donuts' holding roundtables to keep the night going. That's
a good place to start.

K6LY sponsored by the Naval Postgraduate School
146.97(-) pl 94.8
444.70(+) pl 123
KM6DZ sponsored by the Monterey Area Repeater Group
146.655(-) pl 94.8
(and a 440 that I can't remember the freq to :-)
KM6DZ has a much longer range than K6LY as it has remote receive sites
around the area. The Salinas hams use it lots.
The NPSARC meets on the second Thursday of the month. If you're in
the area come on by. You can interface through me if you need more
information on the area.
